6773fbb43a Sync some patches for bonding PMD and testpmd. And patchs 
are as follows:
 - net/bonding: fix Tx hash for TCP
 - net/bonding: add link speeds configuration
 - net/bonding: call Tx prepare before Tx burst
 - net/bonding: fix MTU set for slaves
 - app/testpmd: remove jumbo offload related code
