Fix the dependency issue across postgresql and postgresql-odbc

Currently, the latest Postgresql repo doesn't provide the libpq library like the original one.
So this commits keep the same behavior to match the lowest cost for openEuler.

Notes that, the new package named as "postgresql-server-devel". So any other packages which depends on "postgresql-devel"
shoud be upgraded.
