Jie Yang 2fb95b814f Fix wrong path passed to --with-python3-config-dir ...

The path passed to the parameter --with-python3-config-dir should be
consistent with the one python3-devel rpm installed. Otherwise, some
vim plugins such as YouCompleteMe will not work, complaining that
python can not be loaded.
